The Union Flag indicates that the Queen is not at home. When Her Majesty is resident, the Royal Standard is flown. This has been the convention since the death of Diana, Princess of Wales in 1997, when some people were angered that no flag was flown at half mast at the palace. Previously, no flag was flown when the monarch was not there, but now, the Union Flag is flown so that it may be lowered to half mast at times of mourning. The Royal Standard is never flown at half mast.
